It is the critical branch of government responsible for making laws. The organizational structure for both the House and Senate were clearly defined in the Constitution. The House (in 1899) and the Senate (in 1920) significantly altered the organizational structure based on party politics which has led to a usurpation of the reins of the legislative branch by the Democratic and Republican Parties. The Senate Organization Chart clearly shows leadership positions such as the Majority and Minority Leader which are not included in the Constitution according to the Senate&amp;rsquo;s own history of these positions.       <description>Background: On May 21, 1976 A Yuba City, California High School bus filled with its brightest and most musically talented youth set out for Martinez California where they would be performing. They did not make it to that performance. Why? Because the State of California had so neglected the care of the school bus that its mechanical failure during a critical turn on a freeway turnpike resulted in the bus not being able to adequately make the turn and it plummeted over 30 feet and landed upside down killing or maiming most of the students.       <description>Background Some congressional leaders including House Speaker Nancy Pelosi, D-Calif., and House Majority Leader Steny Hoyer, D-Md., reportedly have suggested that Congress needs to resurrect the former &amp;quot;Fairness Doctrine,&amp;quot; where the Federal Communications Commission (FCC) would have the power to sanction or even shut down radio stations that do not satisfy a vague standard of giving enough time to both sides of controversial subjects. In 1987, the FCC found that the &amp;ldquo;Fairness Doctrine&amp;rdquo; had the effect of stifling open discussion of issues and could lead to abusive enforcement by government officials, so the FCC dropped it. H.R. 2905 and S. 1742, sponsored respectively by Rep. Mike Pence (R-IN), Senators John Thune (R-SD) and Norm Coleman (R-MN), prohibits the FCC from reinstating the &amp;ldquo;Fairness Doctrine,&amp;rdquo; which was in effect until 1987 when the FCC withdrew it. Background: California State Senator Gilbert Cedillo, District 22, has tried to legislate Drivers Licenses for illegals, financial aid to illegal immigrant students and other aid, &amp;nbsp;all at the cost of US Taxpayers.&amp;nbsp; Cedillo apparently places a higher priority on illegals than the US citizens he was elected to represent. According to LA County Supervisor Antonovich, in 2005,&amp;nbsp;illegal immigrants cost California Taxpayers 360 MILLION in health care and 160 MILLION in jail related expenses. This does not include huge impacts on the education system. A recently comissioned study by San Diego County, (see NC Times)estimates that&amp;nbsp;illegal immigrants cost San Diego County over 256 MILLION dollars in 2006. 2.
