Was acquitted in 2005 of violating the civil rights of a Chinese national via excessive force. Zhao Yan was arrested with several others as suspected drug smugglers at the Rainbow bridge on the Canada/U.S. border. All three attempted to flee. Yan resisted arrest by kicking punching, and clawing him. Forcing him to use pepper spray to bring her under conntrol.&amp;nbsp;&amp;nbsp; Shortly after the Chinese government intervened to get Rhodes prosecuted.&amp;nbsp; Then Homeland Security Sec Tom Ridge and the Sec of State Colin Powell apologized to China and in a letter to Chinese Foreign Minister Li Zhaoxing, Powell promised that the U.S. government would thoroughly investigate the case. Yan claimed she was an innocent businesswoman involved in the lumber business, but under cross examination admitted she knew very little about the lumber industry. She is the neice of a two star Chinese General and is suing the U.S. for $ 10 million.</description>

The program has been estimated to costs the taxpayers billions of dollars annually. In Los Angeles alone taxpayers were burdened with nearly $440 million. (CA $1.1 billion) &amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The Mexican Consul in Los Angeles bragged that nearly&amp;nbsp; 300,000 illegals have benefitted from this backdoor drain on the U.S. health care system and the already overburdened taxpayer.&amp;nbsp; Sopundsw like we need to protest outside of a few of their consulates.</description>
