"PRESCOTT - For people interested in hiring the day-workers who gather at the corner of Lincoln and Grove avenues, things have gotten more complicated in recent months.

This week, Prescott City Council members heard a complaint from local resident Nancy Healey regarding a traffic ticket she recently received for stopping to hire several of the day-workers.

The stop ended up costing Healey an $80 fine, which she said "seemed rather punitive to me.""
