.C. Sheriff's Association gets state funding to fight illegal immigration; how money spent unclearComments 6 | Recommend 5

Once a low-profile professional organization, the N.C. Sheriffs' Association has jumped into the fray on immigration. Its reward has been a windfall of state money.

The group got $750,000 in state money last year -- its first state funding -- on the promise that it would help North Carolina sheriff's offices begin ferreting out illegal immigrants.

It is expected to get $1 million more in this year's budget, even though very few sheriffs have gained authority to enforce immigration law and the association was unable to spend its full allocation last year. The association, which lobbies and provides training and support services to the state's 100 sheriffs, has no direct role in arresting or deporting illegal immigrants.

Some state legislators say the funding, which has so far come with little oversight, is an attempt to quell controversy.

``The state budget must respond to a worrisome issue where there is public concern and public demand,'' said Rep. Alice Bordsen, a Mebane Democrat who heads the House budget committee that approved the sheriffs' money.

Bordsen said she agreed to give the association more money this year despite unanswered questions about how last year's funds were spent. She also said she finds the group's positions on immigration ``worrisome.'' In a resolution, the group refers to ``illegal alien invaders,'' singles out Mexicans as being responsible for much of the state's drug trade and calls for a cut in the number of legal visas for immigrants.

But Bordsen said giving money to the sheriffs' association is ``better than many things we could be asked to do,'' such as passing laws that penalize businesses that hire illegal immigrants.

Lawmakers say they thought the funding would help most of the state's sheriff's offices sign up for the federal 287(g) program, which allows deputies to check immigration status and begin deportation proceedings for illegal immigrants brought into county jails.

The association says it is using the money to help sheriff's offices -- including the Wake County Sheriff's Office, which will begin the program in July -- fill out paperwork, negotiate agreements and cover costs of sending deputies to four-week training.

However, Wake is one of only three new North Carolina offices that have been accepted into the federal program in the past year, and officials with Immigration and Customs Enforcement say they don't have the resources to enroll more. ICE spokesman Richard Rocha said no more will join the program in the near future.

That came as a surprise to lawmakers.

Rep. Jimmy Love, a Sanford Democrat who heads the justice and public safety appropriations subcommittee with Bordsen, said that when he included $1 million in this year's budget, he thought many more counties would join the program.

'More people involved'

The sheriffs' association ``represented that there were going to be more people involved, more deputies getting this training,'' Love said. ``All we did, basically, was take their word.''

Love also said legislators did not research the cost of helping offices sign up for the program before granting money. The federal government covers most of the costs of the program, except for the salaries of deputies who train for and carry out immigration duties.

Eddie Caldwell, the association's general counsel, said the group is working with federal officials to find the best immigration enforcement method for each sheriff's office.

In addition to helping the offices that have signed up for 287(g), he said, the group is offering training about other enforcement programs and about state laws regarding immigrants.

Caldwell said the association's main goal is to offer accurate information to sheriffs interested in immigration enforcement.

``This is a complicated and evolving issue,'' Caldwell said. ``There was a tremendous amount of misinformation.''

Caldwell declined to give a detailed accounting of how the state money has been spent. According to a document given to a legislative committee in March, the association spent $620,500 since July on ``technical assistance'' to sheriff's offices and reimbursement of training costs. Included in the costs are the salaries of two new employees hired to oversee the immigration programs, along with a support staffer. Caldwell declined to release their salaries.

The association did not plan to spend the remaining $129,500, according to the document. The money, however, is already in the association's account, state officials say.

Caldwell said the group is awaiting legislative guidance on what to do with the leftover money. He said the program didn't begin until October of last year, which accounts for the lower spending levels this year.

No oversight authority

The association is not required to give more information because the legislature funneled last year's allocation through the Governor's Crime Commission but gave the commission no authority to oversee its spending.

David Jones, the crime commission director, said most private groups must submit a grant application and then be reimbursed for expenses. In this case, he said, ``all that passed was basically a blank check.'' He said the group took $100,000 a month, the maximum allowed under state law, until the money was gone.

The association must a give detailed accounting to the state auditor by March.

This year, Jones said, he asked state budget writers to force the association to go through the standard grant process. If the $1 million remains part of the final budget, Jones said he will be able to monitor its use.

Several advocates have raised questions about the money.

Rebecca Headen of the American Civil Liberties Union of North Carolina said the association has refused to allow the public to attend its meetings about the state-funded program.

And at a meeting last week, the Governor's Advisory Council on Hispanic/Latino Affairs took aim at the group's funding.

``Public funds should go to public organizations that have public accountability,'' said Ebher Rossi, a council member and lawyer from Alamance County. ``They should not go to private groups that are openly anti-immigrant.''

Another council member, Ilana Dubester of Pittsboro, said she sees the state funding as political cover for legislators who need to defend themselves against the charge of being weak on immigration.

``There are a lot of angry people out there,'' Dubester said. ``I imagine that ÃlawmakersÄ are feeling some pressure.''

I wish to express my gratitude and heartfelt thanks to all of you who wrote the Charlotte Observer regarding their false attack on my character. While they will never print the fine letters you sent in, the message to their leaders is clear. I plan to keep a scrapbook of your letters for my friends and family members, and I can't thank you enough.

Today we are launching the Battle for NC anew!

We need your immediate help. We have tens of thousands of illegal aliens who will soon be migrating out of South Carolina and heading for greener grass here in NC. Our legislature is in the short session in Raleigh, NC for the next few weeks.

While the short session is usually just for the budget bills, we may have a chance of getting some immigration enforcement legislation through, if we work hard and as a team.

We need your help with two items.

Item 1

We need massive amounts of calls and e-mails sent to the NC Legislature asking them to:

A. Put a stop to Representatives Luebke, Harrison, and Glazier's House Bill 2717 "Access to Higher education", which would force our colleges to not check the legal status of students and thus reversing the recent nationally covered decision of our Attorney General baring illegals from NC Community Colleges.

We can stop this bill in committee. Create your own message about why you feel illegal aliens should not be allowed in college and call each committee member at the following link. After you call each one to speak with the Representative, assistant, or voice mail, then send in your e-mail version of your message.

"I'm calling Representative _____ to express my opposition to Representatives Luebke, Harrison, and Glazier's bill HB 2717. Illegal aliens should not receive any taxpayer benefits, especially college access. North Carolina is a top destination for illegals in America and the state must do all it can to protect taxpayer resources and turn off the magnetism drawing illegals to NC. Furthermore, it is outlandish to create even the possibility that a NC or American student would not get one of the limited seats in our colleges because of illegal aliens."

NC needs emergency legislation to curb illegal immigration because a large number of illegals are now leaving SC and heading into NC because SC has cracked down on them at the state level.

NC Legislators should remember that North Carolinians list illegal immigration as one of their top three issues of concern and approximately 80% want state level enforcement and not taxpayer benefits for illegal aliens.

NC should take action now to prevent illegal aliens from receiving any taxpayer benefits. No licenses, no voter registrations, no college access, no welfare, and no food stamps.

NC legislators need to set aside more money for local police to train to enforce immigration laws. This will save lives.

NC legislators should attach language to the budget stating that no more taxpayer grants should go to El Pueblo. El Pueblo receives almost half a million dollars in tax grants each year and spends much of their time lobbying the NC Legislature for benefits for illegal aliens.

NC Legislators should require businesses that contract with counties and cities to participate in the E-Verify system and to hire only legal labor.

RALEIGH - A rally Wednesday to decry illegal immigration drew about a dozen supporters.

The event outside the Legislative Building was intended to pressure lawmakers to pass restrictive laws that would drive illegal immigrants from the state.

"We need North Carolina lawmakers to take emergency legislative action," said rally organizer William Gheen of Raleigh, founder of the political action committee Americans for Legal Immigration. "The word is out from Canada to Argentina that North Carolina is the place to come to."

Gheen brought in several speakers, including immigration activists from Arizona. But they spoke mostly to reporters, who were as numerous as rally supporters.

Those who attended said they had a raft of concerns about immigration.

Some said illegal immigrants are responsible for rising healthcare costs, rising taxes, school crowding and crime. Others said they were concerned about maintaining "the rule of law" and the sovereignty of the United States.

"They trash our flag; they trash our language. They don't want to assimilate," said Marion Larabee, a retiree from New Bern who held a sign proclaiming "Illegal aliens go back to your homeland."

Joe Blanton, an engineer from Apex, said his son befriended illegal immigrants and got involved in gangs. "It's just a bad influence on our kids," he said.

Blanton said he frequently sees Hispanic crime suspects on the news. "The last name is Martinez, and guess what, they're illegals," he said.

Several Republican legislators spoke, including House Minority Leader Paul Stam. All said that Democratic lawmakers have blocked most of their attempts to target illegal immigrants.

RALEIGH, N.C. -- Reaction to a bill calling for better college access for illegal immigrants' children is causing lawmakers to take another look at the piece of legislation.

"I scanned the bill and saw a lot of nice folks on there, so I immediately signed it," said Rep. Doug Youngue, D-Scotland County.

The bill, which allows the children of illegal immigrants to pay in-state college tuition if they attend high school for four years and meet admissions standards, started out with 32 N.C. House members backing it. Now, it is down to 25 lawmakers. Both Republicans and Democrats are among those withdrawing their support.

"It's just a small band-aid approach to allowing some of our low income kids of the workers we have in our state to be able to get an education," said Andrea Bazan-Manson of El Pueblo, an organization that supports the bill.

But opposition is fast and furious.

"This would simply increase the number of illegal aliens in North Carolina within a short period of time," said William Gheen, a representative for Americans for Legal Immigration.

Opponents sounded the alarm that the bill would encourage illegal immigration and reduce the number of slots in the UNC system for legal citizens.

It made some of the bill's original co-sponsors think again.

"I don't want to deprive any legal citizens of this state to go to college," Youngue said.

Youngue is one of seven representatives who now believe the bill needs more study.

"I think many of them signed the bill because a friend offered it to them, or they didn't consider the ramifications," said Gheen. "It sounded really good on the surface."

Advocates for the bill believe it's a debate they can win.

"We've recruited these workers," said Bazan-Manson. "What are we going to do with their children?"

House Democrats meet with leaders behind closed doors Tuesday where the bill's future will likely be discussed.

Advocates say about 500 to 1,300 children of illegal immigrants would apply to a public university or community college as a result of this bill, despite the spike in the number illegal immigrants living in North Carolina.

The Pew Hispanic Center found that population grew by 43 percent in the last four years, to about 300,000 people.

Only a dozen people showed up for this?  Hundreds should have been there in a place the size of Raleigh!  What is wrong with those people?

No wonder we seem to be taking one step forward and two steps back on this issue.

msbobbie--beats me.  I emailed all of the so called lawmakers.  Haven't heard outcome--has anyone.?

Here's why we lost this batlle--NO participation!!!!

Friends of ALIPAC,

First and foremost, I want to thank everyone that helped with the NC effort this week. So many of you called and e-mailed on Wednesday that the phones were ringing all day in some offices. You really caught the attention of lawmakers.

I would like to thank Chris Simcox, Co-Founder of the Minuteman Movement, for flying in from AZ to be with us. Lee Nieves of You Don't Speak for Me drove in from Charlotte. Roan Garcia-Quintana came in from South Carolina. And my good friend Ron Woodard came in from Cary, NC with the flags and powered podium. Troy LaPlante was kind enough to be on hand to arrange the live broadcast and Dr. Taylor from the Civitas Institute made a great speech and brought great materials to go in our information packets to legislators. Mike Kelly of NC Voice brought in a good lobby team from Alamance County. ALIPAC's Press Director, Jim Palmer, came in from Asheville to help coordinate our efforts. In all, there were about 8 of us on the leadership team.

Several people joined us around 8am including folks that left their homes at 3am to be with us. We did a great job meeting with lawmakers and distributing information. We were very well received by lawmakers and staff alike.

Eight NC lawmakers were kind enough to come to our podium to speak during rally and about fifteen different news agencies and TV crews were there for our 'historic rally'.

We were off to such a strong start and everything was working so well that we were in a great position to turn things around and get the Democratic leadership of the NC Legislature to take action against illegal immigration instead of waiting another year.

We had over 20 wonderful people come to support our rally. They came from as far away as Myrtle Beach, SC! Combined with our leaders, we had around three dozen of our people at the rally. Those of you that took the time to come and stand with us for an hour have my unending thanks.

Most of the press was fair to us and accurately stated that we had a few dozen supporters at the event. While these numbers are too low for us to have the impact we need, at least they are accurate.

Opposition writers, such as Kristin Collins from the Raleigh News & Observer, lied and said we only had 'a dozen' supporters there. This paper is the newspaper most lawmakers read while in session. Here are the titles of the newspaper articles in papers that support illegal immigration and illegal aliens.

Of course, this is standard political warfare from the News and Observer. They are notorious for lying, censorship, and not telling their readers about your event while being eager to show up and report you had a small turnout!

If we had received the support of more than a few dozen people on the ground in Raleigh, then it might be worth our time to challenge Ms. Collin's on her low spin of our event. As things stand, there is no need to engage her to argue over one dozen vs. a few dozen.

Regardless, our low turnout was a victory for our opposition and handed to them by our supporters who did not come.

Today, these articles are being used to damage my name, the name of ALIPAC, and our efforts. NC Lawmakers are being assured by illegal alien supporting groups that ALIPAC and all her allies are to weak to worry about in the election.

--This event was supposed to be "historic." I don't think that's a good word to describe it, but I'll be nice. Even in their own stomping grounds the anti-migrant crowd can't drum up any support. I knew this would happen if our supporters did not respond in adequate levels. I knew we needed a minimum of 50 people to be protected from this happening. We did not reach those numbers.

I did everything I know how to do to get people to our event. I send urgent pleas to hundreds of our NC contacts. MCDC sent out emails, other groups sent out emails, and I went on 5 NC talk radio shows to promote the event.

This defeat for our side did not come from the strength of positions or leadership of our opposition.

This defeat came from within our own ranks. American apathy and apathy within our movement beat us this week.

While I am deeply saddened that so much work and expense was put into this event and so few people showed up, I know that everyone has good reasons, but in the end we either get it done or we fail.

I knew this backlash would happen if enough people did not respond to my calls for aid at this event. I did my best to make that very clear in the e-mails.

We were short just 25 people needed to protect our flank at this event. In their absence, our enemies rushed in and have seized upon their absence to greatly damage our NC push and our future abilities in this state. The event was planned in haste and was in the middle of a work day and we know that hurt our turnout.

I have shared the full details on what has happened with you in the hopes that this lesson will make us stronger for the future.

On Monday, we will pick up the pieces and assess the situation to see what can or cannot be salvaged in North Carolina. We may still be able to prevail in NC this year. We will know more on Monday.

All most Americans need to do to lose our nation, is to keep doing what they are doing now with work and family, business as usual.

As leaders, we must call on you for funding, for time to make calls, and time to come show your support. If enough of you respond in sufficient numbers and strength, we will win and illegal immigration will be reversed. If too few of you respond to our calls for time and money unified under our banners then our groups and leaders will fail, as will our cause.

These are the realities we face.
