N.M. Gov. Richardson Calls US-Mexico Border More Secure

CHIHUAHUA, Mexico -- New Mexico Gov. Bill Richardson said Wednesday that he has seen an improvement in security along the U.S.-Mexico border.
Problems remain, but increased policing by state and federal authorities has significantly helped, said Richardson, a former U.N. ambassador and former Democratic presidential candidate.
"In my opinion, there has been a dramatic improvement in the last two months," Richardson told reporters in the Mexican border state of Chihuahua, across from New Mexico, where he met with Chihuahua Gov. Jesus Reyes Baeza.
Richardson said he would ask U.S. Ambassador to Mexico Tony Garza to reevaluate a travel alert, issued by the U.S. State Department in April, that warned U.S. citizens of rising violence in northern Mexico but stopped short of suggesting that Americans avoid traveling in the region.
The alert reflected an increase in drug-related homicides, shootouts, kidnappings and car thefts near the border, particularly in the cities of Tijuana, Chihuahua and Ciudad Juarez.
Ciudad Juarez Mayor Jose Reyes Ferris, who also met with Richardson, said Mexican federal officials will evaluate all 1,700 police officers in his city, to weed out those with ties to organized crime.
More than 200 people have been killed so far this year in Ciudad Juarez, a city of 1.3 million across from El Paso, Texas that is home base for the Juarez cartel.
A wave of organized crime and drug-related violence has shaken Mexico in recent years, killing more than 2,500 people in 2007 alone. President Felipe Calderon sent more than 20,000 troops and federal agents to areas plagued by drug violence, including Chihuahua City and Ciudad Juarez.

Los Zetas, a notorious Gulf cartel hit squad formed by elite Mexican army deserters, is making an audacious pitch for new recruits by appealing to soldiers and other deserters from the Mexican army.
The bizarre recruiting campaign promises good pay, free food, medical care, cars, and even loans to army soldiers and defectors who join the ruthless drug cartel's elite band of hit men.
The group, which publically taunts the Mexican military with phone numbers for job seekers on large banners, has been instrumental in the nearly 100,000 desertions that have taken place in the past eight years.
Outrageous as it sounds, the cartel’s brash appeal is working. Many defectors who find it almost impossible to get legitimate employment without revealing their status as deserters, along with poorer Mexicans who can’t find work, are taking to the offer.
Cartels have long been known for showy displays designed to gain public support. Along the violence-savaged U.S.-Mexico border, and in other parts of the region where Mexico's fight against traffickers resembles a real war, the message is being received. Just 17 months after President Felipe Calderón ordered the army into drug hotspots, the smugglers have succeeded in traumatized Mexicans by creating confusion among civilians and the authorities.
Employing a form of psychological warfare and fighting the army with machine guns and grenades shows the increasing sophistication of the cartels.
In recent months, at least six military-style training sites have been identified in Nuevo Leon and Tamaulipas states, the Dallas Morning News reported. It cited written testimony from witnesses that was leaked from the Mexican Justice Department.
A top military official, speaking on the condition of anonymity, said cartels have succeeded in getting the public on their side because internal rules prevent the army from using paid advertisements to counter the drug cartels' public messages. At the same time, the cartels have seized on human rights allegations against the military to win the hearts of some residents.
Although the Mexican military has long had a problem with desertion, soldiers today are facing more incentive to switch sides because of the decision to use troops against the drug traffickers.
Los Zetas, clearly the biggest, most serious threat to the nation’s security, has emerged as the most dangerous force in the cities of Matamoros, Reynosa, and Nuevo Laredo in Tamaulipas.
In addition to conducting activities along the border, they are visible throughout the Gulf Coast region, in the Southern states of Tabasco, Yucatan, Quintana Roo, and Chiapas, and in the Pacific Coast states of Guerrero, Oaxaca, and Michoacán, as well as in Mexico City. They are also active in Texas and, possibly, other U.S. states, as well.

NEW YORK—Governor William Richardson (D-NM) spoke at an immigration policy discussion Wednesday at the Council on Foreign Relations.
The meeting was part of the Council's Latin America program, which seeks to explore the challenges of globalization and Latin American democratization. More than 200 participants attended in person and via teleconference.
Central to Richardson's ideas is the belief that U.S. foreign policy should work together with other governments to help eliminate the root of problems.
He suggested the U.S. government aid the Mexican government in creating jobs to quell poverty within Mexico, the reason for illegal immigration into the United States. He asserted that a border fence is not the solution, instead advocating for more border patrol. "I believe that if you build a 12-foot wall, pretty soon they'll start making 13-foot ladders," said Richardson.
In 2003, New Mexico implemented a drivers' license policy much like New York's, allowing undocumented immigrants to obtain drivers' licenses. "It works," Richardson said, adding that it provides a way to keep a record on undocumented immigrants.
As for the 12 million illegal immigrants already in the country, Richardson recommends letting them naturalize on the conditions that they "pay back taxes, learn English, embrace American values and pay a fine for having immigrated illegally," he said.
Currently, each border state has its own policy toward illegal immigrants, but no Federal system exists.
Do not forget that McCain said he always has wanted amnesty for the 12-20 million illegals but would secure the border first.
He has numerous times in nthis campaign stated that his method of deciding if the border was secure would be to ask the border state governors to declare the border secure. Anyone paying attention KNOWS that Gov Perry of Texas, Gov Janet Napolitano of AZ and Gov Schwarzenegger of CA would be happy to join Gov Richardson and declare that HOORAY the border is sceure NOW.
We must keep our " NO AMNESTY period " stance and work toward erecting a Duncan Hunter style double border fence immediately. McCain is a snake and we all know it. I know better than to trust him after watching him for twenty years here in AZ. Do not make the mistake of sugar coating his immigration plan.
