New Haven (WTNH) _ A whistle blower with the Community Action Agency says the company was providing federally subsidized heating assistance to illegal immigrants in New Haven.

An audit by the Department of Social Services confirmed the allegations and revealed that applicants were not required to provide their social security number to receive assistance. While it is state policy not to turn off people's electricity in the winter, this recent revelation calls into question who is eligible for such assistance.

The question of who is eligible to get government help to pay a heating bill is not one that Attorney General Richard Blumenthal takes lightly.

"We're talking about a matter of life and death," Blumenthal said. "There has to be a legal authority, a statute, that provides the power to spend taxpayer money on heating assistance, or education, or food."

Amos Smith is the Executive Director of New Haven's Community Action Agency and says his agency is caught in a tough spot because the law is murky.

"America needs to make a decision about what it thinks about people who are in the country illegally and how it treats them," said Smith.

Smith says he never asked his employees to do anything illegal and wishes that the whistle blower had gone to him instead of the state. Smith says that certain applications do fall into a gray area.

"Sometimes an applicant may not be a citizen, but have children that were born here," Smith said.

It's those kind of scenarios that worry some folks in the Fair Haven section of New Haven where the immigrant population is very large.

Business owner Angelo Reyes says many families could go cold if something isn't done.

"It does affect 100's, it doesn't affect just one or two," Reyes said.

By all indications, it does not just affect agencies providing aid in New Haven.

"This issue is an emerging issue that's confronting not just us, but all of this country," said Smith.

The attorney general says he will issue his ruling by the end of the month and says he will try to include some recommendations to address what he calls a difficult moral and legal question.

HEAP (Home Energy Assistance Program) and LIHEAP (Low Income Home Energy Assistance Program have long been taken advantage of by illegals, along with low income and elderly weatherization programs paid for by Department of Energy funding or by public utilities as mandated by public utilities commissions of the various states. Seeing the California Nevada Community Action Association (CalNeva) close up in the mid 1980s led me to recognize the power of embedded poverty pimps and changed my political outlook profoundly.

Mr. Smith, at least 80% of Americans voted with their voices more than two months ago as to exactly how they felt about opened borders and illegal aliens receiving taxpayer funded entitlements.   You and others like you did not listen nor want to listen----Yeah----you and the President see a real big problem with whistle blowers--they expose your real intentions.

When I came upon this article I kind of had a thought that surely this illegals new that when they came to the USA that there might be a chance that they could get caught.  I think Mr. Smith had or was aware of that also.  I also think Mr. Smith who uses illegals with out checking for I.D'S should pay a big fine for not following the law and also pay for their trip bag to Mexico when they get deported!  I think we all know that using illegals saves you money but in the long run when they are caught they should feel the rath of the law!  I hope I didn't misunderstand about Mr. Smith and the illegals Welfare help but I think if we were in their country we'd be treated even worse.  If the Mexican's want to be in America then they must abide by our laws and that means before they get FREE EVERYTHING they must become an AMERICAN CITIZEN!  To live in America when your not a citizen you must follow the laws as we the American People Do!  Get a Green Card that's real!  "Indian Boy"  A REAL PROUD AMERICAN!

If Amos Smith is so worried that these Illegal Aliens might get cold, it is up to Mr. Amos Smith to come up with the money needed out of his own pocket, rather than ask Connecticut Taxpayers to furnish it.

Perhaps then Mr. Smith might realize why Legal workers need and deserve the extra pay that illegals do without. Following the law is expensive, in case Mr Amos Smith does not comprehend that premise.

You know I need some help to pay my bills just like most of the persons on this board that are living off of Social Security. I might get cold this winter and I need a new Motorcycle so I can go to the American Freedom Riders events. Wonder If the government will help with that as it gets way better fuel milage than my truck does. What a concept I think I will contact Al Gore and suggest that he buy everybody a new bike to cut down on fuel usage.

The course is simple, if you break the law you get arrested, when you get arrested you go to court for your trial, if you are convicted you pay a fine or go to jail or both. What is so "murky" about thast Mr. Smith.

Breaking the law is breaking the law, and if you have trouble sorting that out, you have no business of holding the position of Executive Director of anything.

I thought America HAD made a decision as to what to do with illegals???  Was nobody listening? 

 

Send these illegals back from whence they came....where it's nice and hot...and the problem is solved.  No more freezing, and no more bleeding the taxpayer dry!  What a joke!

If the illegals are so worried about being cold perhaps a trip 2000 miles southwest would cure the problem. What is murky about, "I am a Mexican that entered the United States illegally who is looking for a free ride". Mr. Smith if you are not part of the cure you are part of the problem. If all else fails send them to Canada.
