I sent Governor Schwarzenegger an email, as I am outside of California, with the same letter information that the link provides from Karonica's post.  Simply go to

http://gov.ca.gov/  

Once there, you can go to interact and compose an email.  You just have to  submit your name and email address first, and then it will take you to the compose page.

It's worth it to help the citizens of California.
