Tax $ in Escrow ????

Hope I don't get into trouble for this suggestion BUT why can't taxpayers pay their taxes into an Escrow type account just UNTIL our "leaders" start following the Constitution ???? Wouldn't that be a wake-up call to the "powers that be" ? Wouldn't it be legal ?
