Point 1. Secure BOTH borders. Double the Border patrol, and put 1/4 of all National Guard troops available on the borders. Use the Border patrol to check all border crossers at the 10 maximum legal crossing points to be determined on each border, and seal the rest of both borders with a double fence with electronic surveillance and detection devices equal to those used in "Safe Nest" areas.. Use the same Army Corps of Engineers, C B battalions, Air force units and contractors that have safe nest experience to build the electronics barriers, and use American Citizens only as contractors or if necessary use volunteers and prisoners to construct the fences of only USA made materials. Put a minimum 2 lane paved road inside the second fence or as close as natural barriers allow for patrol with guard posts spaced at appropriate intervals manned by ARMED National Guard troops... If necessary form a separate National border guard military unit in all states with Borders similar to the coast guard.
2. with 90 days prior notice arrest any American business man who has an illegal employee. Fines for employment of an illegal to start at $10,000 at first encounter per illegal employed, and doubled if a second violation is found, doubled again for a third with forfeiture to the government of the business and all assets traceable to the profits of that business for a fourth... ( make a fourth conviction a RICO conviction including the employees.
3. With the same 90 days notice charge any illegal alien employed inside the United States who has either a criminal charge or prior deportation order ( or voluntary deportation history) a violation of the same RICO act.. Fines to start at $10,000 and 20 years imprisonment.
4. offer to set up in any country that will desire it, a labor recruiting office staffed by state department and labor department employees with Diplomatic status for the purposes of recruiting and arranging transport to jobs in the USA for employers that apply to the government for temporary workers.
5. Offer a temporary worker visa to anyone who has a corporate sponsor to come for up to 1 year to the United States to work. The sponsor will be responsible for as a minimum. a.transportation to and from the origination point. b. payment of all US and originating country taxes and social security taxes to the home country if they have a version of social security. c housing and meals while in the united states. ( may be deducted contractually from wages but must meet American standards for health and welfare. d Labor rates will be contracted with , the USA department of labor ( prevailing wage minus expenses), The country of origin. ( for taxation purposes), the worker. These rates will include full medical insurance and guaranteed transportation home to the originating country. e. A fee will be paid to the US federal government in advance for each worker/day the employer contracts for to cover the cost of administration of this program as cost neutral the the rest of the citizens of the U.S.A. f. all temporary workers will be required to send in a written notice to the US department of labor each month stating their address, wages, and time left on their contract.
More points to consider on Immigration Reform done correctly
I first proposed "Universal Service" back in 1988.
My thinking on this has not changed much. Even back then my ideas offered some rational way to deal with the illegal border crashers and their "innocent families".
Universal Service from 18th birthday till 21st birthday.
Testing similar to the Armed Forces entrance exams, and then choices.
1. Enter the military branch of your choice with the 3 year commitment and an attitude to contribute. A service member can receive G I BILL long enough to finish a 4 year collage. ( in 4 years of course not 6 or 8)
2. Community Service Corps to gain status similar to serving in the military, ( including the G I Bill) the peace corps, job corps, vista and which ever new services the country should decide to create (add here a border security and even a homeland security corps. Since 9-11 we do need more service.)
3. Create a health care training and service corps to alleviate the shortage of health care workers in inner cities.
4.Create an American education corp to provide teachers through service training and deployment to poor rural school districts and inner cities. (Again G I Bill)
4. For those with no other interests create a Community service corps that can provied transportation, logistics, for all the domestic service corps or as a minimum clean and remove graffiti etc.
Make the franchise (voting rights) and all Federal and State assistance require a certificate of completed Universal Service. New entrants to the country up to age 65 can give thier 3 years service when they are entering the country if they are seeking permanent residency or citizenship!
With very little tinkering this could be UNIVERSAL for every person in the country who reaches age 18 or enters the country after the date the program is created.
It could also be part of the path to normalization for those with document problems of any age temporarily until the borders are in fact secure.
It is not truthful to keep repeating no one has offered any alternative to the present grand compromise immigration reform package. Let the howls begin
