So says Fox News Bill O'Reilly.....

What? Those coming over the southern border are not breaking a fedeal law?

Can someone clarify this?

Civil issue, huh? Personally, I think it's rather UNcivil to sneak across a border. What other country would look kindly on someone who did that?
