NAFTA Super Highway

I have recently been told that once the so called Super Highway is finished the Mexican port in Kansas City will be Mexican soil. Has anyone else heard this and can you tell me if it is true? I think the whole thing is a bad idea but this makes it even worse. How can our government give away or soverveignty?
