H.R. 1022 - "Assault Weapons" Ban is BACK!

McCarthy Bill Bans Millions More Guns Than The Clinton Gun Ban

On Feb. 14, 2007, Representative Carolyn McCarthy (D-N.Y.) introduced H.R. 1022, a bill with the stated purpose, "to reauthorize the assault weapons ban, and for other purposes."

McCarthy's verbiage warrants explanation. Presumably, what she means by "assault weapons ban" is the Clinton Gun Ban of 1994.  Congress allowed the ban to expire in 2004 for multiple reasons, including the fact that federal, state and local law enforcement agency studies showed that guns affected by the ban had been used in only a small percentage of crime, before and after the ban was imposed.

With the nation's murder rate 43% lower than in 1991, and the re-legalized guns still used in only a small percentage of crime, reauthorizing the Clinton Gun Ban would be objectionable enough. But McCarthy's "other purposes" would make matters even worse.  H.R. 1022 would ban every gun banned by the Clinton ban, plus millions more guns, including:

. Every gun made to comply with the Clinton ban. (The Clinton ban dictated the kinds of grips, stocks and attachments new guns could have. Manufacturers modified new guns to the Clinton requirements. H.R. 1022 would ban the modified guns too.)

. Guns exempted by the Clinton ban. (Ruger Mini-14s and -30s and Ranch Rifles; .30 cal. carbines; and fixed-magazine, semi-automatic, center-fire rifles that hold more than 10 rounds.)

. All semi-automatic shotguns. (E.g., Remington, Winchester, Beretta and Benelli, used for hunting, sport shooting, and self-defense.  H.R. 1022 would ban them because they have "any characteristic that can function as a grip," and would also ban their main component, called the "receiver.")

. All detachable-magazine semi-automatic rifles-including, for example, the ubiquitous Ruger 10/22 .22 rimfire-because they have "any characteristic that can function as a grip."

. Target shooting rifles. (E.g., the three centerfire rifles most popular for marksmanship competitions: the Colt AR-15, the Springfield M1A and the M1 "Garand.")

. Any semi-automatic shotgun or rifle an Attorney General one day claims isn't "sporting," even though the constitutions of the U.S. and 44 states, and the laws of all 50 states, recognize the right to use guns for defense.

. 65 named guns (the Clinton law banned 19 by name); semi-auto fixed-magazine pistols of over 10 rounds capacity; and frames, receivers and parts used to repair or refurbish guns.

H.R. 1022 would also ban the importation of magazines exempted by the Clinton ban, ban the sale of a legally-owned "assault weapon" with a magazine of over 10 rounds capacity, and begin backdoor registration of guns, by requiring private sales of banned guns, frames, receivers and parts to be conducted through licensed dealers.  Finally, whereas the Clinton Gun Ban was imposed for a 10-year trial period, H.R. 1022 would be a permanent ban.

As a Republican, the new ban by this Demo-Rat is not surprising! For all of the folks who own guns and believe in the Second Amendment, I can only ask you one question. Did you vote Demo-rat. If you did, shut the hell up. You knew that this was coming. It is part of the plan. First you get rid of the guns. Second, you start letting non-citizens join the military, along with felons and drug addicts. Why is this part of the plan? They won't blink an eye killing us when the time comes. If you notice, anyone who speaks out for their own rights that are guaranteed in the Constitution is attacked by the media, our leaders in Congress or by special interest groups. Have you tried to write articles on the subject and never see it come out in print? I have. The press doesn't understand that without the Second Amendment, there will be no Free Press, no Right to Free Speech or Right to Assemble. The cops in the USA. don't like us being armed. Why? Blogger Shot Down for Calling Rifles 'Terrorist' Weapons

(CNSNews.com) - A sportsmanship and outdoor living magazine has ended a regular column by one of its online bloggers after a posting in which the writer said he considers high-powered AK and AR rifles "terrorist" weapons that "have no place in hunting."

The controversy erupted earlier this month, when Jim Zumbo ran a piece entitled "Assault Rifles for Hunters?" in his "Hunting With Zumbo" column on the website of Outdoor Life magazine, a publication that calls itself "the Source for Hunting and Fishing Adventure."

"As I write this, I'm hunting coyotes in southeastern Wyoming," Zumbo wrote. "The guides on our hunt tell me that the use of AR and AK rifles have a rapidly growing following among hunters, especially prairie dog hunters. I had no clue.

"I call them 'assault' rifles, which may upset some people," he stated. "I'll go so far as to call them 'terrorist' rifles.

"In my humble opinion, these things have no place in hunting," Zumbo argued. "We don't need to be lumped into the group of people who terrorize the world with them, which is an obvious concern.

"As hunters, we don't need the image of walking around the woods carrying one of these weapons," he added. "To most of the public, an assault rifle is a terrifying thing. Let's divorce ourselves from them."

Soon after, Zumbo posted a follow-up message entitled "I Was Wrong, BIG TIME."

"Someone once said that to err is human. I just erred, and made without question, the biggest blunder in my 42 years of writing hunting articles," he stated. "Obviously, when I wrote that blog, I activated my mouth before engaging my brain.

"Believe it or not, I'm your best friend if you're a hunter or shooter, though it might not seem that way," he noted. "I'm sorry for inserting my foot in my mouth."

On his website, Zumbo is described as "one of the country's most well-known and respected outdoorsmen. He has dedicated his life to hunting, the pursuit and enjoyment of the outdoors, and writing about his experiences for his readers."

The site also notes that Zumbo sold his first article to Outdoor Life in 1962 and has had over 1,500 articles published in all the major outdoor magazines.

Over the several days following the posting, Outdoor Life and other companies with which Zumbo had long-term relationships received thousands of emails and telephone calls responding to the column.

Last week, Outdoor Life pulled Zumbo's blog, replacing it with a statement that read: "Due to the controversy surrounding Jim Zumbo's recent postings, Outdoor Life has decided to discontinue the 'Hunting With Zumbo' blog for the time being.

"Outdoor Life has always been, and will always be, a steadfast supporter of our Second Amendment rights, which do not make distinctions based on the looks of the firearms we choose to own, shoot and take hunting," the statement added.

Todd Smith, editor-in-chief of the monthly magazine, subsequently posted a statement of his own, entitled "Outdoor Life and Jim Zumbo Part Ways."

"In light of comments made by Jim Zumbo in his February 16, 2007, blog posting on the magazine's website, Mr. Zumbo has offered to terminate his association with Outdoor Life, and the magazine has accepted his offer," Smith said.

"Accordingly, he will no longer be contributing to the magazine in print or online," the editor-in-chief wrote.

"We respect Mr. Zumbo's First Amendment right to free speech, and we acknowledge his subsequent apology and admission of error," Smith added. "We regret this turn of events, as Mr. Zumbo has been a good friend to this magazine and lifelong advocate for hunters and hunting rights."

Remington Arms Company, Inc., made a similar statement on its website.

"As a result of comments made by Mr. Jim Zumbo in recent postings on his blog site," Remington "has severed all sponsorship ties with Mr. Zumbo, effective immediately," the news release noted.

Other sponsors cutting their ties with Zumbo include Cabela's Outfitters, Gerber Legendary Blades, High Mountain Seasonings, the National Rifle Association and Haas Outdoors, Inc., the home of Mossy Oak Brand Camouflage. "Jim Zumbo Outdoors," a cable TV series on the Outdoor Channel, was also cancelled.

Several telephone calls seeking response from Zumbo were not returned by press time. However, the outdoorsman commented on the events in a posting on a blog hosted by fellow hunter Ted Nugent.

"Looking back, I can't believe I said the words 'ban' and 'terrorist' in the context that I did," Zumbo said. His said his biggest regret was "that I inadvertently struck a spear into the hearts of the people I love most ... America's gun owners. And, even though this huge cadre of dedicated people has succeeded in stripping me of my career, I hold no grudges."

"I will continue to stand as firm on pro hunting as I've ever done," he wrote. "What's different now is that I'll do all I can to educate others who are, or were, as ignorant as I was about 'black' rifles and the controversy that surrounds them."

"My promise to you is that I'll learn all I can about these firearms," Zumbo added, and "I'll do all I can to spread the word." As a result, "maybe in a roundabout way, we can bring something good out of this."

........All because of the "look" of particular firearms.

I wish everyone would just understand that as a responsible gun owner and NOT BEING A CRIMINAL it should make no difference what my gun looks like, how many rounds it holds ( because, after all, we're only allowed to shoot once for every pull of the trigger ) and any "add-ons" or stock I may see fit to put on it is not able to hurt anyone. The sooner we get people to see that it's a plot to deny us our 2nd Amendment Rights and to ensure the gov. can impose their will upon us for their own agendas the sooner those same people will understand exactly how important it really is that we preserve those rights and keep bid brother out of our gun safes.

Mr. Zumbo fell into the trap of many huners and recreational shooters, of which I am both, that the 2d Amendment somehow defends their right to put venison on the table, shoot prairie dogs, or blast cans in the local thunder pit.  NOT ! !

 

In 1776, an assault weapon was a Brown Bess or Kentucky Rifle.  At Gettysburg, it was a Springfield or Enfield rifled musket.  In the Argonne it was an '03' Springfield or SMLE #1.  On Omaha Beach it was a Garand or .30 carbine.  But then came the German MP 43/44, a real 'sturmgewehr' after which, everything with that "look", including the AK, with a banana magazine and lot's of bullets, was classified as an 'evil, military, no useful purpose,' weapon.

 

I believe the 2d Amendment intended for us to have as many of those 'evil, military, no useful purpose' weapons as we want.  Certainly classic sporting rifles and shotguns come under the perview of the 2A but so do classic military arms.

Roger, my puter wouldn't bring up the video but is this the young lady whose parents were gunned down in a restaurant along with other patrons?  If it is, I've seen it before and she gives those Senators a real lesson in the 2d Amendment.  She nailed it perfectly.

 

The other thing obvious in the video is the utter contempt Chucky Schumer showed toward the young lady.  His expressions all but told her she wasn't welcome, she had nothing to say, and he wasn't going to listen.  But, I guess I wouldn't expect anything different from Schumer, American gunowners best friend.

Friends this is only the beginning of the clueless liberals assault on our intelligence and on all our firearms!  They clearly weren't paying attention to the statistical evidence which showed their asinine ban was virtually ineffective; but they don't care about about that since this is as much of a publicity stunt as anything, so they can say "Look what we've done to protect the American citizens against all those evil guns that are jumping off store shelves, out of gun cases and safes and shooting people"! Remember how they acted all outraged about the Patriot Act being such an infringement on our privacy rights, so that they'd have some ammunition to use against the President and the policies under the Patriot Act to eavesdrop on known terrorists who are calling into our country, as well as tracking their money and bank accounts, in trying to protect us from that next series of terrorist attacks that we all know is coming, but the next time most likely with nuclear, radiological or biological weapons which will kill millions of innocent Americans including young children!  So why aren't the democrats just as concerned about our rights to bear arms as they would have us all believe they are concerned about our rights to privacy? Because they think they can redefine and reinterpret the wording of the 2nd ammendment in such a way as to permit them to do away with ALL private ownership of firearms in the US, to bring our country in alignment with the United Nations policies on private ownership of firearms!  They're ready to violate, repeal and trash not only our 2nd Ammendment rights, but the State Constitutions of the vast majority of states comprising the US which do guarentee us the right to own firearms!  Frankly, if I were peddling that raft of liberal garbage that they're trying to trick the unknowing American voters into accepting and embracing so that they can shove it down everyone's throat, I'd be more than a little worried about guns too!  Had it not been for the private ownership of firearms, this country would still be under British rule!  Our very revolution would never have taken place without the weapons with which we fought, and one of the most stirring tales of our great history, when Paul Revere and William Dawes were sent to Boston to warn the colonists of the approaching British army, and the shot heard 'round the world on Lexington Green and Concord, none of that would have transpired had it not been for the private citizens rightful ownership of firearms!  Instead those events in our history would instead be British history reading that when a band of colonial terrorists and protestors rioted against brave British patriots, attacking them with clubs, axes, rakes, swords and knives (instead of their muskets and longrifles) they were quickly dispatched by the British and the breif uprising was quashed!  THAT would likely now be a great bit of British history, of how the American revolution was put down!  Saddest of all is the complete absence of understanding by the democrats and their liberal followers not only of our heritage which the firearm is the key integral part, they either have no clue about our history, how we won our freedom from the British or they have absolutely no respect for it, and I resent that with a passion!  It's how and why they are even allowed to run for office, because of the democracy which sprung from the revolution and our independence.  The democrats are completely blind to how quickly and easily this country could fall into a situation by which the remainding survivors of whatever is coming our way, may be the only one's left to fight the next invaders coming to take our country from us, hell bent on killing every American, Christian, Jew, Wiccan or whatever else they may be, with but one exception of course, do I need to say who? damn glad that so many of us who still have the grapes to stand up against murdering thugs will still have their guns with which to defend their families, their homes and property and their country, what little of it that is left anyway!  When they take away our guns you can just bet that the criminals and the terrorists will still have theirs!  This asinine plan to disarm the American public will only result in creating more innocent victims who will fall prey to the criminals and terrorists!  I didn't volunteer to serve in the military during wartime so that I would later be disarmed and treated as though I were some criminal, just because I own and like to shoot firearms and enjoy hunting!  The liberal democrat stereotypes about all guns and gun owners are just as stupid, unrealistic, clueless and moronic as the recent stereotypes I heard being made concerning NASCAR fans being called stupid, toothless, redneck and the depiction of a NASCAR fan as anyone who drives a camaro and pulling a boat on a trailor!!  I've got to tell you, that may seem like something a redneck NASCAR fan might do, but it's still a far sight better than sitting down to pee in a urinal as them which means nothing really, just another name for a class of guns that they hate since they hate all guns, and their legislative efforst speak loudly and clearly to the fact that they know absolutely nothing about what they are trying to legislate!  I would no more trust any of them to rewrite new gun legislation, than I would trust someone who had been attacked by a dog to write fair legislation concerning the manditory euthenasia of certain breeds of dogs because of their bad temperment!  And I'm sick and tired of these liberal democrat anti-gunners and their misleading and completely erroneous characterization of the NRA, of which I've just renewed my membership, knowing that the democrats have their sights and their hearts set on taking all our firearms away from us like we were some criminals not to be trusted with them!  If I were going to do something illegal with my weapons, I would think that I would have done it by now after 40 years of owning guns and being around them my entire life, and none of my guns ever jumped down off a shelf and shot anyone all by their lonesome either!  I want to see the liberal democrats use the very same reasoning they use with guns applied to automobiles too.  I've heard of people intentionally using their car as a weapon to mow down people in an attempt to mame and kill them!  One recent case involved a Muslim, but THAT fact was covered up by the liberal and politically correct media NATURALLY!  With as many deaths and injuries as there are caused every year by reckless and irresponsible drivers, using the same failed and flawed logic of liberal democrats, one would expect legislation to ban all automobiles and trucks, but no, THAT would effect THEM since they all drive and have cars, so that will never work, even though more people have been killed in car and truck accidents than in all the wars we've ever fought! They'd say that it's rediculous and unreasonable to ban all cars and trucks, and I'd say well now you understand how rediculous your idea to ban all private ownership of firearms really is!  It should be manditory for everyone to own firearms and carry them because there would be a lot less crime!  Don't believe me, just wait and see for yourself if the real crime wave doesn't start as soon as the law-abiding citizens are disarmed by this wayward and misguided pack of liberal do-gooders without a clue!  Over the course of the past 14 years, our national death toll on our highways is almost 600,000 dead, with an average of 6000 of those each year being pedestrians and bicyclists!  I don't have the statistics for the mamed and injured but the death statistics alone should tell us something, that people are killing one another with their vehicles far more than they are with privately owned firearms.  The vast majority of deaths and injuries associated with criminals using firearms is committed by a very small percentile of the populace, but these clueless liberals want to try to disarm everyone, punishing all of us for the deeds of a miniscule minority among us, and that same criminal element will not turn in their guns, only those of us who have always conducted ourselves in accordance with the law will comply, at least that's the thinking anyway!  I have a funny feeling an awful lot of firearms are going to go missing and be reported as having been stolen when the total gun ban goes into effect! This absolutely goes against everything that I fought for and believe in as an American citizen and war era veteran!  Unfortunately, this stupid plan is going to be creating a huge body of virtually defenseless victims for the criminal element to prey upon, like the sharks who fed on our sailors during the war in the Pacific during WW2 when their ships were torpedoed and they had to abandon their ships!  In this case it will be their country sinking and their misguided liberal democrat anti-gun political representitives throwing us all into the water for the criminal sharks to feed on!  But why should they be concerned, they all have dozens of secret service and other special security surrounding them whenever and wherever they go, protecting them and their families at OUR expense from the good, faithful, law-abiding taxpaying FOOLS that were either tricked or misled into voting for them in the first place!  I never saw a pack of politicians more skilled and proficient at manipulating the facts and the truth, and using distortions, mischaracterizations, half truths and outright lies to convince the public into going along with such a pathetic, illconceived, anti-American agenda as the one which the democrats appear to be formulating.  It's so difficult to know with them saying so many different and opposite things at the same time out of both sides of their mouths, depending on who they're addressing at the time!  It's my belief that they'll promise everyone just about anything so as to get their vote because they have no intention of keeping any of their promises but rather doing as they darn well please once they've been elected!  Promise them everything including the kitchen sink and then rip the rug right our from under our feet once they're in power, including repealing every single tax releif initiative that Bush passed, adding such high taxes on ammunition that only they will be rich enough to buy it, and instead of doing the people's work, spending their entire first term trying to railroad the former President with their bogus "investigations" which will amount to nothing more than a fixed kangaroo court where the outcome is known going in!  Yep, that's THEIR concept of what a free and "fair" America is all about!  Fair as long as they win!  That's some real sour grapes folks!  How dare he beat the democrats in TWO consecutive elections!  After what I've seen politically from the democrats I have no reservations in saying we're done!  The great American dream is dead and gone!  It may still be alive for every immigrant and illegal, but for the rest of us, and for this country as a whole, we're through!  It's all over except for the shouting, or more specifically, except for the sound of those terrorist nukes going off, but don't even get me started on the American Hiroshima plan that Bin Laden, Al Qaeda and every other enemy of America has known about and helped plan for at least the last 10 years, probably even longer!  And when as many as a dozen or so of our largest cities and all the people who lived in them all vaporize in a bright flash one of these days, and you hear the roar, feel the ground shaking and see the tall mushrooms blooming high above us, then you'll all know that I was right to be worried, and you can sure bet you'll be wishing you still had your guns to protect your selves and your families and properties from the mob that's coming to take everything you have simply because they want it and you have it and they outnumber you!  And after they've taken whatever they wanted, including all your food and water, and likely your wife and daughters virtue, you'll all curse the democrats for taking all your guns away!  I never thought I'd ever see the day in America when we even lost our rights to defend ourselves, our families and our property!  And I'd like to see some clueless liberal democrat try to hold off an angry, starving, crazy mob who's hell-bent on taking all his food, water, emergency supplies and even his home/shelter or his loved one's who are all looking to him or her for protection; just try holding off such a mob as that with a single shot .22 or even a single shot shotgun!  Might just as well use it on your own family and yourself to spare them the agony of being raped by a mob and/or starving to death or dying from radiation poisoning or smallpox, and save the last shot for yourself for having failed them so miserably and so that you don't have to watch them raping your wife and daughters in front of you, or beheading them or disembowling them right before your very eyes because you won't renounce your religion, if you even have one!  Call me crazy, I really don't care, but if you don't think that it can happen to us here you are the one who is truely crazy, because it's going to happen, just as certain as the sun rises it will happen, so get your firearms and plenty of ammunition right now before the democrats completely ban private ownership of all firearms and put a rediculous tax on each box of ammo so no one can afford to buy it!  Try $500 tax for a box of .22 cartridges!  Who would pay that?  No one!  That's why they'll do it! You've all been forwarned!  PREPARE NOW....TIME IS SHORT!  How well are YOU and your family prepared for a terrorist nuclear attack on America? When it finally  does happen it will be way too late and those who relied upon you to protect them will be looking to you for guidance and protection.  Are you prepared to tell them they're going to die soon because you failed to prepare and plan adequately for their survival? It's not the governments job, it's OURS!  It's not like we haven't had enough warnings or time! Now get going, they're counting on you!

Do you think that we should start a petition to ban cars, because they and especially trucks are an excellent source for killing?  It actually might show some goofy, sleeping moderates,  and little old  "sleepy minded Brady's " how stupid the GUN BAN idea is.  We could give plenty of examples where cars are used to commit murder and attempted murder and assalt!  Schumer and his crime group know better, the're just crooked and want to be responsible for causing America's downfall. ........A car ban might not be a bad idea to get people to think..........if we knew it would not pass!!  smile!!

I'll second that!!!! she knows what it is all about, the second amendment has been misrepresented by the media for a long time now as being about hunting and not about the citizens being able to protect themselves against a government gone bad.  I think the media is just part of the attempt to take our guns. By brainwashing successive generations of Americans, that don't think for themselves, into thinking that the second amendment is jsut for guns involved in hunting they could later further brainwash the public that hunting is not necessary for a modern populus therefore there is no need for the second amendment and a  citizen's right to own a gun.

Very true zman: And now we have a front running Republican candidate named Giuliani who shares those same misrepresentations of the media. He's repeatedly stated his gun control efforts in New York were essential but they had no effect on hunting and that he does "understand" and "appreciate" the 2d Amendment. I guess we don't need someone who "understands" or "appreciates" the 2A while disarming New Yorkers. We need someone who will unflinchingly and unabashedly defend the 2A and every law abiding citizen's right to own as many and types firearms as they want. As to the young lady who testified in front of that Senate Committee of 2d Amendment scholars, she had more presence, dignity, and integrity in her little finger than most of the panel had in their entire carcass. She was a class act from first word to last.

Watch your States too. New Hampshire and Maine have/had bills presented to toughen their concealed carry permits. A few other states did as well, including some to remove their concealed carry laws entirely.

This is, I think, a result of the DemonRat wins last election. Now, the antigun crowd figures they're on a roll and can do what they want. They think they got a mandate. It's going to be a tough couple of years. If we don't hold the White House next year, bad things are going to happen to gun owners.

Just completely read the thing. That bill covers most of the rifles and shotguns I own. McCarthy needs to take a trip south, to the border. I dare him to go hiking alone and unarmed for a day and then see if he doesn't change his tune. In a day, he's guaranteed to see at least a dozen illegals. When you see them down here, they look nothing like what you'll see on the street. These are hard people, unbathed, dirty from days in the desert and a lot of them damned tough hombres.

Then, I want him to come back and dare to tell me I shouldn't be able to have the gun of my choice.
