Rudy Giuliani on Immigration
America's Mayor Supported Sanctuary Cities and Amnesty

Summary:
"America's Mayor" Rudy Giuliani created a safehaven for illegal aliens in New York City. Giuliani, much to his credit, was tough on crime and turned around his city from being one of the most dangerous to the safest big city in America. However, this crimefighter also says that being an illegal alien is not a crime.

In recent debates Mayor Giuliani has taken heat for his definition of Amnesty. In accordance with McCain's comprehensive immigration overhaul, Giuliani would allow all non-criminal illegal aliens to stay in the United States until they obtained their citizenship, as long as they pay a moderate fine and get to the back of the line. To Giuliani, if he makes the illegals pay fines they are not receiving amnesty. The problem is that if the illegal aliens are "forgiven" of their crimes and allowed to stay in the United States they are receiving de facto amnesty.

Amnesty: Supports
Giuliani claims that it is impractical to send all of the illegal aliens home. Therefore they can become registered, pay fines, and stay in the U.S. while waiting to become citizens.

• Giuliani repeatedly claims that NYC was not a "sanctuary city" and it did not welcome illegals. He states, "the simple fact is that NYC had a policy allowing people who are legal immigratns to report crime and put their children in school. Otherwise, we reported every single illegal immigrant that committed a crime." However, Giuliani's plan was not so simple. New York did not claim that it was a "sanctuary city", but in 1994 the mayor told the New York Times that "Some of the hardest-working and most productive people people in this city are undocumented aliens. If you come here and you work hard and you happen to be in an undocumented states, you;re one of the people who we want in this city. Link
•Huckabee supported the McCain-Kennedy "Amnesty Plan" he stated, "Don't try to legislate agains the inevitable forces of...social movement and the economy because it isn't going to work. So we have to find a way and I think that the compromise the Senate was looking at something along those lines makes sense. •Giuliani wants to "give people a way to earn citizenship and let [non-criminal illegal aliens] sign up////paying their fair share." Link
•The Giuliani plan could allow many millions of the illegal immigrants now in the country to stay and perhaps even become citizens. "Good people would be given a chance...they'd have to be able to read,write, and speak English before they could become citizens. Bad people, or not such good people, would be thrown out depending on how you decided that." Link 
•Rudy says that his policy will allow a significant portion of the nation's illegal immigrant population to stay in the country as long as they paid a fine, paid taxes, and got int he nack of the line in applying for citizenship. When asked on Fox News Sunday whether this plan amounted to amnesty, he replied, "Not at all, they would have to pay fines...they would have to get in line for citizenship." To Giuliani, these stipulations cause his plan not to be amnesty.

I think the article is unfair to paint Giuilani as pro amnesty.  As a mayor of a big city, he had to allow illegals free access to the city services, as did other big city mayors. During his term, the INS had no interest in handling the illegals. They are all about putting in your 40, and retireing on the gubmint gravytrain.  Now, illegals are a big deal.  Now, the ICE has to struggle with the problem of uprooting families with jobs and dependents in school. And, several Americans are against just that. Giuliani is right about the border and the data base and the tracking of these people. Let the Congress decide what to do with them. Personally, I desire that they never are allowed to vote. That way, the political parties cannot benefit from any shananigans attached to amnesty. There are 2 points that I want addressed, first, secure the southern border, and then, do what the people want, you and me, not the CFR.  Maybe Giuliani will do just that. Maybe someone else will, but who ? At least, with Giuliani, I am confident the border will be secured, and the data base will be built.  Because he said so. The rest of them are full of crap including Duncan Hunter.

FACTS Please, Just the FACTS:  In Giuliani's defense: 

Our Government gave Amnesty to 800,000 - NOT - 2 million - NOT - but 2.5 to 6 million ILLEGAL ALIENS in 1986.  Just 7 years later, Giuliani was elected Mayor or New York City (1993-2000).  The gap is not that long between the 1986 Amnesty (which continues to be loading up our court system by the ACLU in 2008) and his tenure in office.  In addition, our Government gave 1.3 million green cards to Illegals between 1987 and 1996 and they dwarfed immigration enforcement efforts. According to the new estimates, only 335,000 Illegals were deported or required to leave the whole damned country by the INS between 1987 and 1996.  Giuliani had approximately 450,000 Illegals which he wanted deported, the INS/ICE wouldn't even talk to him; what was he supposed to do with them.

It is unfortunate that Roy Beck from NUMBERSUSA who almost single handedly defeated the AMNESTY bills brought before congress, has taken the path to distorting Giuliani's record; he took the path of least resistance and reported what happened but not the WHY it happened.
