Rudy Giuliani on Immigration Summary: In recent debates Mayor Giuliani has taken heat for his definition of Amnesty. In accordance with McCain's comprehensive immigration overhaul, Giuliani would allow all non-criminal illegal aliens to stay in the United States until they obtained their citizenship, as long as they pay a moderate fine and get to the back of the line. To Giuliani, if he makes the illegals pay fines they are not receiving amnesty. The problem is that if the illegal aliens are "forgiven" of their crimes and allowed to stay in the United States they are receiving de facto amnesty. Amnesty: SupportsGiuliani claims that it is impractical to send all of the illegal aliens home. Therefore they can become registered, pay fines, and stay in the U.S. while waiting to become citizens. • Giuliani repeatedly claims that NYC was not a "sanctuary city" and it did not welcome illegals. He states, "the simple fact is that NYC had a policy allowing people who are legal immigratns to report crime and put their children in school. Otherwise, we reported every single illegal immigrant that committed a crime." However, Giuliani's plan was not so simple. New York did not claim that it was a "sanctuary city", but in 1994 the mayor told the New York Times that "Some of the hardest-working and most productive people people in this city are undocumented aliens. If you come here and you work hard and you happen to be in an undocumented states, you;re one of the people who we want in this city. "Good people would be given a chance...they'd have to be able to read,write, and speak English before they could become citizens. Bad people, or not such good people, would be thrown out depending on how you decided that." Link •Rudy says that his policy will allow a significant portion of the nation's illegal immigrant population to stay in the country as long as they paid a fine, paid taxes, and got int he nack of the line in applying for citizenship. When asked on Fox News Sunday whether this plan amounted to amnesty, he replied, "Not at all, they would have to pay fines...they would have to get in line for citizenship."
