Summary Of Bush-Kennedy Z-Amnesty Proposal: 1. Creates almost immediate legal status for 12-20 million illegals. Key Points Of Bush-Kennedy Amnesty Bill In More Detail •Z Visa for Illegals. Under the plan, a new classification of visas, the "Z Visa," would be created for all illegal aliens living in the United States before January 1, 2007. •Instant Legalization for illegals. As a first step toward receiving the Z Visa, illegals would receive confirmed legal status within 24 hours of application (and $5k fee). Thus, virtually overnight, 12-20 million illegals would become legal. No "touchback" to home country required to gain legal status and obtain probationary card. •After "Triggers", Z Visas Issued. After certain "triggers" are met (border security, fence, background check, etc), those with probationary cards would be issued "Z nonimmigrant" visas. Z visa holders could then upgrade to "lawful permanent residence" ($4k fee) and then apply for citizenship. •Taxpayer-Funded Benefits. Z-visa holders are eligible for medical care and primary/secondary education. Illegals would also be eligible for SS wages for wages earned as illegal if they used their own SSN. No "touchback" to home country required to obtain benefits. •Long-Term Legal Status. Z visa holders can stay legally in our country on an indefinite basis as long as they re-up . No "touchback" to home country required to stay in country indefinitely under Z Visa. •Direct Path to Citizenship. Z visa holders would then be able to apply for a Green Card. Only at this point would the head of household would then have to "touch back" to home country, with guaranteed re-entrance on Z-visa. •New Temporary Worker Y-Visa Program. This program creates new visas for non-seasonal workers (Y-1; 400k yearly), agricultural (Y-2A; unlimited), non-agricultural (Y-2B; 100k yearly), and family (Y-3; 20% of Y1). Thus, at the outset, the new Y-Visa will bring over 580,000 people to our country and since the Y-2A is unlimited, likely much more. •Triggers nearly irrelevant since they come AFTER legal status granted. The bill includes lots of verbiage on so-called "triggers" -- border security thresholds that must be met. But the fact is, illegals are given legal status IMMEDIATELY. No triggers are needed. Thus, the triggers are window dressing. Plus, once the "nose of the camel is in the tent," (i.e. illegals are made legal) there will be no stopping the camel regardless of triggers.
