Today, the Internet is still a field of dreams, but the dreams are being birthed at the grassroots. At sites like Wikipedia, users drive the content around a new matrix -- that citizens can and must be empowered to set the agenda. This is what author James Surowieki calls the "Wisdom of Crowds."
